Do I need to produce at least 1 energy to score the end-of-round points?
The rulebook states the minimum explicitly.

Yes. Only players who produced at least 1 Energy Unit that round score the 6/2 VP for most energy and the round's bonus tile. End-of-game Objective tiles have no such minimum.
