If a contract's building reward can't be placed, can I still fulfil the contract?
The publisher said contract fulfilment is separate from the reward.

Yes. Fulfilling a contract depends on the energy you produce; a building reward you cannot place is simply lost. Most rewards are optional, but bonus energy cannot be declined.
