When does the Automa take a Water Management action, and can it fill a neutral dam?

Only if at least one drop it places could reach (now or in the upcoming Water Flow phase) one of its own Automa-colored dams with free capacity; neutral dams don't count as its own. If it places at least one drop it puts an Engineer on a Water Management space and tries to place as many drops as possible. Either way its turn then continues with the next action on the tile.
