When is a Broken Arrow resolved, and what if nobody has arrows?
It resolves as soon as it is rolled, right after any Indian arrows, and can then be re-rolled. If nobody holds an arrow it cannot target anyone; dice results are applied when possible, while Beer can still target anyone.
