The publisher said the game ends immediately, and the rulebook says the same.
Yes. The moment the Sheriff dies, or all Outlaws and Renegades are gone, the game is over and unresolved dice are skipped. Effects already triggered by the same action, such as El Gringo's arrow, still finish first.
