The rulebook defines failing a check as revealing an Other World card and says revealed cards resolve no effects.

Only if it is Cthulhu. Cthulhu is an Other World card, so revealing it fails the check. The Dilettante is an Arkham card, so it passes, and revealed cards never have their effects resolved. Either way the card goes to your discard zone.
