When does the Rougarou exhaust, so that it can be netted or have a Fishing Net attached?

Question

Accepted Answer

During the enemy phase, an enemy exhausts after it attacks. Enemies do not exhaust when they make an attack of opportunity. Fishing Net can be attached once it is exhausted, for example after its enemy-phase attack.
