Yes. Every step of temperature or oxygen, and every ocean flipped, gives 1 TR to the player who caused it, whether by a standard action or a card. So raising oxygen 2 steps and temperature 2 steps gives 4 TR, and an effect that also says 'gain TR' stacks with it: Nitrogen-Rich Asteroid gives 3 total.
