Yes in the base game: if you can pay for the heat-to-temperature or plants-to-forest standard action at the end of the phase, you must, unless that track was already at its maximum. MC standard actions stay optional. The designer says the rule exists to stop hoarding and to keep heat-based animal cards in check.
