Can the Runner trash installed programs to make room before installing a program?

Yes. The Runner may trash any number of installed programs at the start of an install-program action, and must trash programs if MU is ever exceeded. The designer's relayed answers also allow trashing a Mem Chip (for example with Aesop's Pawnshop) and then trashing programs to restore a legal rig.
