Can a Runner who steals Evidence Collection use its text to open a pack?
No. A Runner doesn't get Evidence Collection's text just by stealing it, because agenda text only works for the Corporation. To open a pack by winning with it, the Runner needs Investigator Inez Delgado in their score area (Inez is moved there with her paid ability once the steal condition is met). Winning a game that way also unlocks the next set in place of the win-games objective.
