Can the Runner use a paid ability at the start of their turn before start-of-turn effects, such as pumping Darwin?

Yes. The rulebook's timing chart gives the Runner a paid-ability window at the start of the Action phase, before 'when your turn begins' effects trigger, so you can for example use Self-Modifying Code to install Darwin and pump it first. A 2013 designer reply relayed in the forum said recurring credits left over from last turn cannot be spent before they refill, so don't count on using leftovers from a card like Cyberfeeder.
