Disputed. The FAQ (v2.0 onward) lets the Runner choose which replacement effect to use. Some players argue Security Testing fires first anyway (at step 4.4, replacing the access with 2 credits), leaving nothing for Account Siphon to replace at 4.5. Tournament organisers may rule either way, so check with your TO.
