When Satellite Uplink exposes two cards under Blackguard, who decides the order of the forced rez?

The Runner chooses both cards before either is exposed, and the two expose effects are simultaneous. The Runner then picks the order in which the two Blackguard triggers resolve, and the Corp must rez each exposed card if able.
