Does Running Interference double the rez cost before or after Xanadu or Reina's increase?
After all other modifiers. Running Interference adds an extra cost equal to the ICE's rez cost as modified, so Wall of Static with Xanadu costs 4 to rez plus 4 extra. The reasoning is wording-based, not a ruling.
