If Net Shield prevents net damage, can Tori Hanzo still trigger?

Prevention takes priority and a prevented first instance of net damage still counts as the first instance, so Tori can't then trigger on later net damage that run. A single multi-point source (like Neural Katana) is one instance, so Tori can still replace all of it. Posters disagree about the second case, so this is the better-supported reading.
