Under Jinteki: Replicating Perfection, when can the Runner run a remote server?
Several experienced players agree on this reading; no official ruling was found.

The Runner may only run a remote server if they have already made a run on a central server earlier in that same turn. The condition resets each turn, and the run only has to be made, not successful.
