Contested. The FAQ's loop rule says the Runner ends a loop by jacking out (or not accessing), but a designer ruling quoted in the thread says the burden is on the Corp to stop swapping before the Runner chooses whether to access, and that stalling is slow play. The designer's reading is more specific to this card; the FAQ wording is the general rule.
