Can the Corp build a remote server out of ICE alone?
The rulebook covers this directly (Installing Cards).
- Android: Netrunner rulebook · Rulebook · Installing Cards
Yes. Installing ICE can itself create a new remote server, which is considered empty until a card is installed in it, and the Runner can still run on that empty server.
