Does Chum still deal damage if the Runner bypasses the ICE (Femme Fatale, Inside Job)?

Yes. Under the July 2014 FAQ, subroutines on bypassed ICE count as not broken even if the ICE has none, so Chum's condition is met and the damage happens on the next ICE. This reverses the earlier ruling that bypassing zero subroutines meant no damage.
