When Thalia draws a random leader, can it be a Path's third leader from Fractures of Time?

Yes, if that leader is not already in play. Only one leader is drawn per Path, including Paths not in play. An earlier publisher reply limiting the draw to the original four Paths was superseded by the designer's clarification.
