Can I pick a Quantum Warp tile back up if the Quantum Loop card I wanted was taken or none are left?
The publisher said the decision is non-binding if the board state changes.

Yes. Players choose tiles simultaneously but place them in player order, so the choice is non-binding if the board changes. You may take the Quantum Warp tile back, and the space it occupied becomes free again.
