Do I need gold to offer a guarantee when selling?
The rulebook says a worse potion is not paid.

No. Guarantees cost nothing to offer; you only need ingredients to mix. If the result is worse than guaranteed you are simply not paid, and a wrong-sign or neutral result also costs reputation.
