Do I get the extra Royal Encyclopedia seals without the Encyclopedia, and can they be used on the main board?
Players agree on the starred seal; the expansion rulebook describes the white seal.

The two extra seals come only with the Royal Encyclopedia. The starred 3-point seal can be used on the main theory board. The white unstarred seal is meant for the encyclopedia board; on the regular board it hedges against nothing.
