Do fences I build have to fully enclose a pasture?
The rulebook requires fully enclosed pastures and the designer and publisher confirmed stub fences are illegal.

Yes — fences may only be built if, once the action is finished, they form a completely enclosed pasture. You cannot build a stub or half-enclosure to finish later, so your first Fencing action needs at least 4 fences; later pastures adjacent to old ones can need fewer because they share fences.
