What exactly counts as a "turn" for card effects?
The rulebook's Action, person's action entry defines this and the publisher confirmed turns mean your own turns.

A turn (a person's action) covers everything one person does on an action space, which may include several actions. Actions granted by cards without placing a person are not part of a turn. Cards that mention a turn mean your own turn unless they say otherwise.
