How does Trowel's renovation work?
The publisher gave this ruling.

On House Redevelopment you must do the normal Renovation first (wood to clay). Trowel then separately lets you renovate clay to stone as an extra free action on one of your turns, paying 1 stone per room. If you are already in a clay house, House Redevelopment's renovation is mandatory and you lose the Trowel effect.
