Can a card played with Scholar trigger its start-of-round effect in the same round?
No — only effects already in play before the round began can trigger at its start, so a start-of-round card played via Scholar does nothing until the next round. Scholar itself may be used any time in the Preparation Phase, even after the new action space card is revealed.
