Do Equipper, Furnisher, Wooden Shed or Small Trader work when a card only lets me play or build an improvement?
No — a card that lets you play or build an improvement does not give you a minor or major improvement action, so Furnisher does not enable Wooden Shed or Small Trader, and Field Merchant's declined improvement does not trigger Equipper. Merchant's pay-food repeat is also unavailable if you declined the action. The publisher once said he might have been wrong about the Furnisher and Wooden Shed case and would look again, but no change was issued.
