Can I use Urgent Wish for Children instead of Basic Wish for Children, and what is the difference?

Yes — Basic Wish for Children needs a free room and also lets you play a minor improvement afterward, but you may not skip the growth just to play a minor. Urgent Wish for Children ignores room count; after growing without room you can no longer use Basic unless you still had two free rooms.
