Can I build a Workshop after using spades from setup, income or end of round?
The rulebook states the Phase III case; the setup and income cases rest on several players agreeing.

No. Only spades gained in the action phase (including from Power, Book and Special actions) allow one Workshop. Spades from setup, income or the Phase III science bonus can terraform, and may even be split over hexes, but never lead to a build.
