If I gain power but have too few tokens in Bowls I and II, what do I do?

Cycle what you have: you can keep taking power until all your tokens are in Bowl III, then pay 1 point less than the power gained. For example, with only 4 tokens in Bowl II you can take 4 power and pay 3 VP.
