Do I have to place a neutral building right away, and can I decline?
The designer ruled on this directly in 2024.

You can place it only at the moment you gain it, on a hex within reach. If you can't place it then, you never can, but you still take the Innovation or Competency tile and its income. The designer says that if you can't (or won't) place it, you just take the tile without ever placing it, though normally you want the building.
