Can Moles tunnel more than once in a single Terraform and Build action with several spades?
Most replies agree on one tunnel per action, but others dispute it and there is no official ruling.

Unsettled. Several replies read it as one tunnel per action, with Palace 15's two spades being one action, and one reply says it can officially clarify that. Others say leftover spades can tunnel another hex under the spade rules. The faction text only says the Moles may pay 1 Tool when they take Terraform and Build.
