How do Annexes affect the requirements to found a city?

Each Annex adds 1 Power to its building and counts as an extra building, so each one lowers the number of buildings needed by one, and annexes stack. A Palace and a Guild each with an Annex can form a city. An Annex is not a building in its own right.
