What happens when a card needs to shuffle a turn order card into, or look at, an empty turn order deck?

The empty deck is refilled from the discards only when a new turn order card must be drawn or revealed. Effects that shuffle a chosen player's card into an empty deck make it the only card, so that player goes next. Xaxos can still use the refilled deck, but his ability is wasted if there is just one card to order.
