How is the turn order deck built for 2, 3 and 4 players?
The designer described the deck composition, and the rulebook says the deck is built by player count.

The deck always holds two nemesis cards plus player cards, keeping a 2:1 player-to-nemesis ratio. With two mages, each has two cards; with four, each has one. With three, each mage gets one card and a fourth wild card is given to whichever player the group chooses, so one player acts twice. Three players should still use the four player cards, as using only three makes the game much harder.
