Can an exhausted mage still be chosen by nemesis effects that target a player?
The designer answered the targeting question, and the rulebook excludes exhausted mages only from lowest-life targeting.

Yes, except for 'lowest life' effects, which skip exhausted mages. Other effects can still pick them, such as gaining Tainted Jade from an unleash, and the damage they take is doubled onto Gravehold.
