What happens when I must draw or reveal from an empty deck?

Draw or reveal as many cards as you can, then flip your discard pile over to form a new deck, without shuffling it, and continue. You only flip when you actually need to draw or reveal, not before. The turn order deck is different: it is shuffled when refilled. Crooked Mask and Gather Darkness are the exceptions that make you shuffle your own deck.
