How does developing work: do I need the card in hand, and does it count as gaining?

You only pay the develop cost; no card in hand is needed. Developing from the supply puts it in the develop zone, and developing from the zone sends it to your discard pile. Paying from the zone counts as gaining it, so Manifold Container triggers and aether restricted to gaining cards cannot pay; from the market you are not yet gaining it, so such aether works.
