When a spell is cast, is it discarded before its effect resolves?

Yes — a cast spell goes to the top of its owner's discard pile first, then its Cast effect resolves. So it is no longer prepped when its effect resolves and cannot target itself; a card that says otherwise, such as 'Instead of discarding this', overrides the rule.
