What are the five cubes used for in setup?
The rulebook has you place the cube on the weather space and take cubes equal to your actions, and replies on the thread agree.

Use them as action markers: one marks the current weather on the Reference Card, and the rest track your remaining actions in the round. With the +1 Action skill you can reach four actions in a turn.
