Can I buy a resource from a neighbour that I already produce myself?
Several players agree on this reading of the rulebook's "if your City does not produce the resources needed" wording.

Only for the shortfall. Use your own production first, then buy just the missing units: if you make two stone and need three, you buy one. You cannot buy a unit you already have, or buy a resource you do not need for the build.
