Is a Great Project's participation cost paid on top of the card cost, and do I get one reward per token?
Yes, it is added to the build cost and paid at the same time; free builds do not waive it. If the project completes you gain a reward for each participation token you hold, and a Wild Participation token waives only the colour requirement, not the coins or resource.
