Must I pay a Babel chain tax when I build with a chain, and do taxes apply to free builds?
You may choose to ignore the chain and pay the card's resource cost, which avoids the chain tax; the exceptions are the 2-player and team modes, where chaining is mandatory. If you do build by chain the tax is paid. Players also agree taxes still apply to free builds.
