How do Armada taxes work?

When tax symbols are triggered during a turn, only the highest one applies, at the end of that turn. Each other player loses that amount minus their yellow-track commercial level, and nothing if their level is at or above the tax. The coins go to the bank. If you cannot pay you lose what you have, with no debt tokens unless Cities is in play.
